Bishop Theodore L. Brooks Sr.

Bishop Theodore L. Brooks Sr. is truly an anointed servant of God. As many great men do, he wears many hats, serving not only the men and women of the congregation, but the community at large.


With the lovely Lady L. Janice Brooks at his side, he is the pastor of Beulah Heights First Pentecostal Church in New Haven, Connecticut. Bishop Brooks is also 2nd Assistant Presiding Bishop of The Pentecostal Assemblies of the World, Inc. (P.A.W.) and Diocesan of the Connecticut District Council of the Pentecostal Assemblies of the World, Inc. (P.A.W.).


pastorpic.jpgBishop Brooks is also the President/CEO of Beulah Land Development Corporation (BLDC), founded in 1994 to create revitalized communities of choice in otherwise distressed communities via affordable housing, economic development, and job opportunities. BLDC has provided affordable home ownership through its development of The Orchard Street Townhomes, which has allowed low to moderate-income families to become first time homeowners. BLDC has also developed The Walter S. Brooks Elderly Homes at Ormont Court, which is affordable rental housing for senior citizens in the City of New Haven. In addition, BLDC has worked to redevelop the Brownfield’s site to provide accessible community based medical services for the area’s new families and elderly residents.


Bishop Brooks was instrumental in the development of the Beulah Heights Social Integration Program (BHSIP), which was created to address the needs of individuals who have been incarcerated and/or victims of substance abuse and dependency. BHSIP provides essential resources to help individuals obtain employment, housing, and mental health support in efforts to improve their outcomes in the community at large.


Bishop Brooks has shown a commitment to the education of the children and youth of the Greater New Haven community. He erected a 14 classroom educational wing that was formally utilized to house the Urban Youth Elementary School for troubled youth through the New Haven Board of Education and is currently utilized for Christian Education classes for children and adults attending Beulah Heights Church. In the summer of 2012, Bishop Brooks helped to develop Beulah Heights Summer Enrichment Program to improve and sustain literacy and academic outcomes of youth in kindergarten through fifth grade for 3 weeks each summer. He has provided monetary support to incoming and current college students at Beulah Heights through the Anna E. Bowers scholarship that was created in the spring of 2013.


Bishop Brooks’ service does not stop at the church. He currently serves on the Board of Directors for many organizations in New Haven, including Yale-New Haven Hospitals Trustee Board and Medical Committee. He was formally a member of the City of New Haven’s Board of Police Commissioners, Police & Fire Pension Board. He is also a member of the American Association of Christian Counselors, and International Association of Christian Clinical Counselors. Within his church organization, Pentecostal Assemblies of the World, Inc., he sits on the Executive Bishops Council of the Board of Bishops and the Connecticut District Council Board of Directors. Due to his ministry work in Brazil, Bishop Brooks was formally the Diocesan of the alliance of the Brazilian Council of Pentecostal Churches of the Pentecostal Assemblies of the World.


Bishop Brooks continues to seek opportunities to enlarge his territory; extend his “tent stakes.” Bishop Brooks' personal endeavor, T.L. Brooks Ministries: A Garment of Praise, which was founded in the summer of 2002, has been the vehicle to expose the world to his ministry and the Gospel of Jesus Christ. T.L. Brooks Ministries has made the power of the preached word accessible to the masses on CD and DVD. Bishop Brooks has started a publishing company called Sound of Pentecost Publishing through which he has authored several books including: Complete In God; The Apostolic Faith Challenge and Pleasing God: Striving For Spiritual Excellence. Bishop Brooks has also authored another book entitled In the Lion’s Den, which was released in January of 2013 and is scheduled to release his fourth book entitled A Servant’s Call in the fall of 2013. He is currently writing a fifth book titled A Call To Integrity that will be released in 2014.


Bishop Brooks is the father of three sons and nine grandchildren: Jordan, Jocelyn, Theodore III, William, Lindsey, Ramiah, Chelsea, Paige, Darrell Joshua and the late Michael Brooks. Bishop Brooks has a B.A., M.A., D. MIN as well as a PhD in Religious Studies. His many awards consist of:

First Lady Brooks

First Lady Brooks was born in Marietta, NC to the late Aaron and Hattie McEachern. Lady Brooks moved to New Haven in 1965 where she met and married Theodore L. Brooks, Sr. They have been married 44 years and have been blessed with three sons, Theodore, Jr., Harold L., and Darrell L., 9 living grandchildren, and the late Michael L. Brooks.


firstlady.jpgLady Brooks has served in her local church in various capacities. She has served as an Usher, Choir Member, Junior Missionary Leader, Sunday School Teacher, and Woman’s Ministry Leader most recent as Leader of the New Growth class, and most importantly as confidant to her husband Bishop Theodore L. Brooks, Sr.


Lady Brooks has served in the Connecticut District Council of the Pentecostal Assemblies of the World, Inc. (PAW), as part of the Missionary Auxiliary and the Minister Wives President.


Besides the counseling that she and Bishop do for the church members and others, Lady Brooks has joined her husband on several occasions and presented workshops and seminars across the country.


For over 25 years, Lady Brooks has labored with her husband to develop a work in the Country of Brazil for the PAW, Inc. They were spiritual leaders for over 100 churches throughout that country until 2008 when their focus shifted with Bishop Brooks’ appointment to Diocesan over the Connecticut District Council and in 2011 to Second Presiding Bishop to the PAW, Inc.


Lady Brooks’ vision is to help anyone she can along the way and to allow the Spirit of God to help her to be all she can be for the Lord. She strives always to be led by the lord and to let God get the glory out of her life!
