Elder Harold Brooks was born and raised in New Haven, Connecticut. He was saved at the early age of eleven years old. Elder Brooks has been a member of Beulah Heights Church all of his life, where his pastor and father is Bishop Theodore L. Brooks, Sr.
From his youth Elder Brooks has been involved in his local, state, and national youth departments. He began teaching Sunday School in his late teens. Elder Brooks has served as the Director of Christian Education and Superintendent for the Connecticut District Council Christian Education Association. In November of 2018, Elder Brooks was elevated to the office of Associate Pastor, assisting his father at Beulah Heights.
Outside of his work in the church, he holds a bachelor’s degree in Business Administration as is the Senior Accountant for the City of New Haven. He also serves as an advocate for those in the workplace, serving as President of his local union.

Lady Rachel Starks Brooks was born and raised in Indianapolis, Indiana, where she attended Christ Temple Apostolic Faith Assembly under the pastorate of the late Bishop Benjamin T. Moore and then pastor Bishop Byron Johnson. Lady Rachel was saved at the age of fifteen years old. Lady Brooks has been a part of the choir and taught the preschool Sunday School class. She and Pastor Harold are currently the ministry leaders of the Marriage Ministry. They work to encourage couples to follow God’s plans for their marriage. She also worked on the state level as secretary for the Christian Ed Dept. and Minister’s Wives Ministry. With her hospitable skills, Lady Brooks serves as hostess for the International Minister’s Wives of the Pentecostal Assemblies of the World. She holds a bachelor’s degree in Human Services and is currently employed as the Office Manager at BHC.

They have a passion for God, a heart for God’s people and those in need, and a burden for the next generation to uphold the Apostolic doctrine. Elder & Lady Brooks have been married for thirty years and have four children, William (and his wife Tyana), Lindsey, Ramiah, and the late Michael Brooks, and three grandchildren, Noah, Genesis, and Roman.
